2018, 01/05 Withdrawing from the January 9th Town Council Agenda

Inaccurate or uninformed posts on Facebook pages have made guesses and conjectures as to why the Warner Family withdrew Warner Brook as a January 9th Town Council agenda item. The Family made very clear communications to the mayor, copied below, as to why they made the decision about the January 9th agenda item. Anyone who bothered to ask the Family or the Mayor would have received the accurate information below. No conjecture is necessary.

Dear Kwasi,

Respectfully, you have outlined a Catch-22 situation, since the Town Attorney is on administrative leave.

We have called Community Services seeking postponement without prejudice for the Warner Brook January 9th agenda item.

On the 9th, Town Council members would be representing the citizens of the Town by making a decision on behalf of citizens without adequate information. Before the 9th, they would not be able to ask staff their questions after reading the staff report, since Patrick Sullivan is the only informed staff member not on administrative leave, and he is on vacation until after the 9th. Add to this the overwhelming array of investigations, accusations, gaps in key staffing positions, and Council member liability trepidation which collectively deprive applicants and citizens from the benefit of regular business being conducted with effective and fair due process.

We will need to see an end to confusions and distractions at a time when full and fair attention can be given to the application. The citizens of Purcellville deserve that much, and so does the Warner Family.

Best regards,

Jim Herbert

Good Morning Jim;

Happy New Year and wishes for it to be filled with realized opportunities.

I am assuming the reason for the outreach is to discuss the Warner Brook Annexation.  If that is the case, based on guidance from our Town Attorney all such meetings should be done with her present along with a member from community development, since it has not yet been presented to Town Council for open discussion.  This is to avoid any presumption of promises made by a Town Council member to a developer prior to evaluating and discussing the full merits of the application and related staff report.

Thanks,

Kwasi Fraser
